Policies for Fellow and Regular Candidates for ABFPRS, IBCFPRS and EBCFPRS Certification – ABCPF

Dear Colleagues and Friends,

You are all aware there recently has been more discussion about the above topic. It is important to discuss and establish our ground rules to minimize the number of “special cases” that the IBCFPRS or the EBCFPRS will be asked to consider.

Candidates, first of all, should be made aware that they will sit depending upon the criteria that are established by the IBCFPRS in conjunction with the  EBCFPRS. It is not a choice that they are given to make.

Furthermore, our IBCFPRS and EBCFPRS goal will be to harmonize these criteria as much as possible, for the clarity of the candidates, the credentials committees, and the Boards. 

Our current criteria, open for discussion and amendment by the leadership of the IBCFPRS and EBCFPRS prior to broader distribution to the candidates, includes the following:

A. FELLOW APPLICANTS-UNITED STATES

1) All clinical fellows who are completing a one-year AAFPRS-accredited fellowship program will sit for the examination in Washington, DC. All such fellow applicants will have completed residency training in the U.S. or Canada and be considered ABOto or FRCSC eligible. 

2) Upon successful completion of the examination, two years of clinical practice and meeting other criteria for ABFPRS certification, the clinical fellow’s application will be reviewed by the ABFPRS Credentials Committee for ABFPRS certification.

3) In certain exceptional situations, a candidate who meets the above criteria and is practicing outside of the United States may be eligible for ABFPRS Certification. He or she may also be eligible to apply for IBCFPRS  and/or EBCFPRS Certification, depending upon their residency, if they fulfill requirements for that jurisdiction. 

4) Fellows who achieve ABFPRS certification must retain their necessary U.S. licensure, ongoing CMEs, and ABOto, ABPS, or FRCSC primary certification as required by the ABFPRS to retain their ABFPRS diplomate status. 

B. FELLOW APPLICANTS-EUROPE

1) All clinical fellows who are completing fully accredited one year fellowships in Europe will sit for the examination in London, England. This is predicated on the fact that, currently, all European clinical fellows are European themselves. 

2) All European clinical fellows who sit the examination in London, England, will be reviewed by the EBCFPRS Credentials Committee when they apply for certification two or more years later. This will occur whether they are at that time residing and practicing within Europe or in some other jurisdiction. If they meet the criteria for certification, they will receive both EBCFPRS and IBCFPRS certification.

C. FELLOW APPLICANTS-INTERNATIONAL

1) All international fellow candidates who are completing IFFPSS- sanctioned, but not an EAFPS-accredited European, clinical fellowship will sit for the IBCFPRS examination in Washington, DC. 

2) The above excludes  Canadian-trained  clinical fellow applicants in AAFPRS fellowship programs who meet ABFPRS criteria. They will sit as candidates for the examination as ABFPRS candidates in Washington, DC. These same Canadian clinical fellows who meet ABFPRS criteria will later apply to the ABFPRS Credentials Committee  and, upon successful review, will receive ABFPRS Certification. 

3) Canadian clinical fellows, both international and native Canadian, in IFFPSS-sanctioned but non-AAFPRS accredited  programs, will sit for the examination in Washington, DC,  as IBCFPRS applicants. Their subsequent certification application will be reviewed by the IBCFPRS Credentials Committee and, upon meeting the required criteria, they will be awarded IBCFPRS certification. 

4)  All international fellow candidates who have completed IFFPSS-sanctioned fellowship programs will sit for the examination in Washington, DC, and will be reviewed by the IBCFPRS Credentials Committee when they apply for certification two or more years later. The IBCFPRS Credentials Committee consists of members representing those specific regions that have society representation in the IFFPSS, as well as members who will review At-Large candidates. This will occur regardless of where they are residing or practicing. Successful candidates will be awarded IBCFPRS Certification. 

5) If they are residing and practicing in Europe at that time, upon receiving their IBCFPRS Certification, they may request to have  their IBCFPRS certification reviewed by the EBCFPRS, which will determine if they will be awarded EBCFPRS Certification, in addition. 

D. REGULAR CANDIDATE APPLICANTS-UNITED STATES  AND CANADA

1) American regular candidates are those who have not completed an AAFPRS- accredited fellowship program but who have been in practice for two years or more and meet the criteria for application. They must reside and practice in the United States or Canada (active duty military excepted). American and Canadian citizens residing and practicing outside North America would apply for eligibility to sit for the examination as an International Regular Candidate and, upon successful completion of the examination and meeting all other criteria, would be awarded IBCFPRS certification.

2) North American regular candidates will apply for eligibility to sit for the ABFBRS examination through the ABFPRS Credentials Committee. If approved, they will sit the examination in Washington, DC.

3) North American regular candidates who successfully pass the examination and meet all other eligibility criteria will be awarded ABFPRS certification. 

E. REGULAR CANDIDATE APPLICANTS-EUROPEAN

1) European regular candidates are those individuals who have not completed an EAFPS- accredited clinical fellowship, but who reside and have been in practice in Europe a minimum of two years, and meet the criteria which would make them eligible for EBCFPRS certification. 

2) Such candidates will apply for certification through the EBCFPRS Credentials Committee. If they meet the required criteria, they will be eligible to sit for the EBCFPRS  examination in London, England.

3) Regular European candidates who successfully meet the examination and certification requirements will be certified by the EBCFPRS and the IBCFPRS.

F. REGULAR CANDIDATE APPLICANTS-INTERNATIONAL 

1) International regular candidates are those who reside and practice outside of the United States, Canada or Europe.

2) International regular candidates will apply for certification through the IBCFPRS Credentials Committee. Their applications will be reviewed by the IBCFPRS Credentials Committee member for that region is the region is represented in the IFFPSS, or by the Credentials Committee Chair for At-Large candidates. If they meet the criteria, they will sit the IBCFPRS examination in Washington, DC.

3) Upon successful completion of the examination and meeting all certification criteria, international regular candidates will be awarded IBCFPRS Certification. 

4) IBCFPRS diplomates who are non-European citizens, who subsequently reside and practice in Europe, may apply to the EBCFPRS for diplomate status, which may be conferred at the discretion of the EBCFPRS Board of Directors.
